Applying the NIST Cybersecurity Framework (CSF) to FAA and Boeing Certification

The aerospace industry operates under a unique intersection of safety-critical engineering, regulatory oversight, and cybersecurity accountability.
Both the Federal Aviation Administration (FAA) and Boeing must ensure that modern aircraft meet rigorous safety and cybersecurity requirements, not only for airworthiness certification, but also for protection against digital threats.

This post explores how the NIST Cybersecurity Framework (CSF) 2.0 can be applied as a structured method to improve certification efficiency and reduce risk across the aviation ecosystem.


1. Background: Cybersecurity Meets Aviation Safety

Aircraft certification has traditionally centered on mechanical safety and reliability.
However, as avionics systems have become more interconnected, integrating Wi-Fi, satellite links, and cloud-based maintenance data, the attack surface has expanded significantly.

The FAA’s advisory circulars (such as AC 20-115D and AC 119-1A) now explicitly call for cybersecurity integration into the certification process.
Similarly, Boeing must demonstrate that digital systems comply with RTCA DO-326A and related standards for Aircraft System Security Assessment (ASSA).

This dual focus on safety and security can create tension between compliance costs and operational risk.
Here, the NIST CSF 2.0 provides a repeatable model for managing that balance.

  1. Prioritize and Scope – Select aircraft systems with digital interfaces (e.g., flight management, satellite communication).
  2. Orient – Review regulatory drivers (FAA Part 25, DO-326A).
  3. Create Current Profile – Map existing processes to CSF outcomes.
  4. Conduct Risk Assessment – Identify cyber-threat vectors affecting safety-critical software.
  5. Create Target Profile – Define measurable cybersecurity outcomes.
  6. Determine and Prioritize Gaps – Identify control overlaps or missing evidence.
  7. Implement Action Plan – Update certification documentation templates and automated verification tools.

This cyclical process ensures that improvements are traceable and auditable within the FAA’s oversight framework.


6. Lessons Learned and Recommendations

  • Unify terminology — Align “safety hazard” and “cyber vulnerability” taxonomies.
  • Integrate digital assurance — Combine functional safety (DO-178C) and cybersecurity (DO-326A) artifacts.
  • Leverage automation — Use model-based systems engineering (MBSE) tools to link CSF controls to design models.
  • Adopt feedback loops — Feed incident data into the CSF Recover function to continually enhance airworthiness.

Applying these lessons enables both the FAA and Boeing to manage risk more dynamically while sustaining trust in aviation systems.
